NSPARC evaluates the effects of social and economic programs, policies, or interventions on various stakeholders in Mississippi. We aim to measure the positive and negative consequences of programs and initiatives on such outcomes as employment, income, education, health, and social well-being.

We also conduct return return-on-investment (ROI) studies to evaluate the effectiveness of investments and initiatives across agencies and programs in Mississippi. ROI studies allow entities to make informed decisions about resource allocation, prioritize investments in effective programs, identify areas for improvement, and ensure effective use of taxpayer funds.

Leadership Team

Steve Grice, PhD

Steve, a research professor and the executive director of NSPARC, has a unique talent for connecting the dots and a passion for problem-solving.

Collaborating with his talented team, he forges innovative solutions to tackle complex challenges in workforce and economic development. He has secured over $110 million in research funding. He expertly uses data modeling and analytics to drive business intelligence, social and economic impact research, and strategic decision-making. He has a doctoral degree in Sociology from Mississippi State University.

Steve is also the lead scientist for Mississippi Business Intelligence Research. He is the director of the state data clearinghouse, which has provided the academic and technical expertise necessary to operate and maintain Mississippi’s Statewide Longitudinal Data System for over a decade.

Michael Taquino, PhD

Michael, a research professor and deputy executive director at NSPARC, has over 25 years of experience conducting applied research and leading large interdisciplinary projects.

With his keen eye for detail, he guides NSPARC’s research, data, and analysis activities and coordinates the center’s team of research scientists. Michael holds a PhD in Sociology from Mississippi State University and a doctorate in Human Sciences from the University of Catania in Italy. That background uniquely equips him to develop innovative research approaches to solve the complex workforce and economic development challenges facing Mississippi communities.

Martin Duclos

Martin, deputy executive director at NSPARC, brings over 25 years of comprehensive experience in information technology, specializing in cloud computing, software engineering, and open-source intelligence.

Leveraging his deep understanding of IT systems and technology trends, he leads teams and drives innovative solutions to support the center’s mission. His creative problem-solving and enthusiasm for adopting new technologies ensure the continuous pursuit of innovative solutions. Holding a bachelor’s degree from Mississippi State University, Martin combines a strong academic foundation with practical ability. He stays at the forefront of technological advancements to drive NSPARC’s success.

Corey Hancock, CPA

Corey, associate director of administrative operations and planning at NSPARC, is a results-driven professional with a proven track record in financial analysis, budget management, administration, and leadership.

Holding a Master of Professional Accountancy from Mississippi State University and a Certified Public Accountant designation, he brings a wealth of expertise to increasing organizational efficiency. With a keen eye for detail and a strategic mindset, Corey designs and implements business processes to ensure optimal performance.

Yanbing Tang, PhD

Yanbing, associate director of research and applied science, is NSPARC’s lead statistician and manages day-to-day data analytics activities.

With master’s degrees in Statistics and Accounting and a doctoral degree in Geography from the University of Georgia, she effectively applies business and technical skills in such domains as healthcare, education, workforce and economic development, and transportation. Yanbing’s statistical acumen and advanced machine learning programming skills keep NSPARC at the forefront of data-driven decision-making and predictive modeling.

Jon Hochberg

Jon, assistant director of data at NSPARC, has applied his versatile information technology skill set to a vast array of the organization’s critical customer-related initiatives.

His long experience in supporting and developing database-related systems has helped NSPARC maintain strong relationships with some of the state’s most important public agencies. Jon has helped develop several data-related solutions for various Mississippi entities and implemented automated reporting solutions, saving those entities considerable time and money.
