Abstract: This paper uses block-group data from the US decennial censuses to document changes in concentrated poverty. It provides several substantive and methodological lessons. First, the majority of poor sub-county areas were located (and hidden) in low poverty counties. Second, the 1990s brought large declines in the share of high-poverty (sub-county) areas and the share of people, including poor people, who lived in them. Third, poor minorities-both in metro and non-metro areas-are highly ghettoized in high-poverty neighbourhoods and are highly segregated from whites and the nonpoor population. Discussions of concentrated poverty cannot be uncoupled from minority residence patterns.

Abstract: Valid, reliable, and, most importantly, timely information is the most critical aspect for the design and implementation of successful emergency management strategies. This goal, however, is rarely achieved during the aftermath of a disaster. In this paper, we showcase how we used administrative records to assist Mississippi in evaluating the overall impact of Katrina on the state's economy. Specifically, we assisted the state in developing a methodology to generate valid, reliable, and timely information on (1) the business environment and labor market and (2) rehiring and hiring practices. This information was used by the state to design recovery strategies and justify the necessary funds from federal agencies to assist local communities in their economic recovery. The experience of Mississippi clearly shows that valid, reliable, and timely information is critical for developing effective policy.

Abstract: The objective of this paper is to provide, for the fi rst time, comparative estimates of racial residential segregation of blacks, Hispanics, and Native Americans in nonmetropolitan and metropolitan places in 1990 and 2000. Analyses are based on block data from the 1990 and 2000 U.S. decennial censuses. The results reveal a singularly important and perhaps surprising central conclusion: levels and trends in recent patterns of racial segregation in America's small towns are remarkably similar to patterns observed in larger metropolitan cities. Like their big-city counterparts, nonmetropolitan blacks are America's most highly segregated racial minority-roughly 30% to 40% higher than the indices observed for Hispanics and Native Americans. Finally, baseline ecological models of spatial patterns of rural segregation reveal estimates that largely support the conclusions reached in previous metropolitan studies. Racial residential segregation in rural places increases with growing minority percentage shares and is typically lower in "new" places (as measured by growth in the housing stock), while racially selective annexation and the implied "racial threat" at the periphery exacerbate racial segregation in rural places. Our study reinforces the need to broaden the spatial scale of segregation beyond its traditional focus on metropolitan cities or suburban places, especially as America's population shifts down the urban hierarchy into exurban places and small towns.

Abstract: This paper examines patterns of annexation, including municipal ''underbounding,'' in nonmetropolitan towns in the South; that is, whether blacks living adjacent to municipalities are systematically excluded from incorporation. Annexation-or the lack of annexation-can be a political tool used by municipal leaders to exclude disadvantaged or low-income populations, including minorities, from voting in local elections and from receiving access to public utilities and other community services. To address this question, we use Tiger files, GIS, and other geographically disaggregated data from the Summary Files of the 1990 and 2000 decennial censuses. Overall, 22.6 percent of the fringe areas ''at risk'' of annexation in our study communities was African American, while 20.7 percent of the areas that were actually annexed during the 1990s was African American. However, communities with large black populations at the fringe were significantly less likely than other communities to annex at all-either black or white population. Largely white communities that faced a ''black threat''-which we defined in instances where the county ''percent black'' was higher than the place ''percent black''-were also less likely to annex black populations during the 1990s. Finally, predominately white communities were much less likely to annex black populations, even when we controlled for the size of the black fringe population at risk of annexation. Such results provide evidence of racial exclusion in small southern towns.

Abstract: The interest in examining patterns of life course events has resulted in the creation of several techniques to gather accurate retrospective data. One of these techniques, the life history calendar, was developed to record and graphically display the interrelatedness of multiple life events. A main advantage of the life history calendar is that it can be applied not only to quantitative studies but also to qualitative research. In this article, we provide the rationale behind life history calendars, discuss their potential use in qualitative research, and describe a research project that used life history calendars to gather qualitative data on welfare dynamics.

Abstract: We ask whether individual and local factors known to influence reliance on welfare continue to be important under the TANF program, and if such factors differentially affect exit from TANF for African Americans and whites. We use monthly administrative data on TANF recipients from October 1996 to July 2004 from the Mississippi Department of Human Services. These data are linked to local economic, social, and spatial characteristics to estimate discrete time hazard models of TANF exit. Personal barriers to work (e.g., low education and children) and limited economic and social opportunities in communities reduce the likelihood of leaving TANF. The results show that African-American exits from TANF are more influenced by human capital and local economic, social, and spatial conditions than are whites' TANF exits. The work-first initiative under TANF is most viable where individual barriers to work are limited and economic opportunities and community support to become self-sufficient exist for all people.

Abstract: A general argument is how states implement their TANF policy and the extent to which states build partnerships with local communities might affect the chances for low-income families to make a successful welfare-to-work transition. Using data gathered through a key-informant procedure, we find that many low-income families in Mississippi left the TANF rolls because the state implemented "front and back door" policy aimed at reducing caseloads rather than placing clients on a path to self-sufficiency. The results show that the state has failed to address the "true barriers" to work, such as a "mismatch" between training and available jobs, appropriate economic development and transportation and childcare needs. The results also indicate that shifting public responsibility to the clients and local communities will further compromise the well-being of many low-income families because, under TANF, they will pay the cost of their own disadvantage.
